Phil Black is the Executive Director of Community Investment Fund of Indiana (CIFI), a state-wide non-profit Community Development Financial Institution making loans to businesses and for housing development in underserved markets throughout the state of Indiana.
Phil has extensive experience working in the Community Development Financial Institutions (CDFI) field. Previously, as the Program Director for Pathway Lending, he provided development services and lending solutions to existing business owners in the Tri-Cities region of Tennessee. Prior to his work at Pathway Lending, he provided advisory and consulting services to businesses, to industry trade associations, and to emerging CDFIs.
Phil has served in senior positions with organizations in Virginia, North Carolina and South Carolina including People Incorporated, North Carolina Rural Economic Development Center, the University of South Carolina Small Business Development Centers and the James F. Byrnes International Center. He has served as a board member, assisted many non-profit organizations, and has assisted more than 600 businesses.
As a business owner, Phil has successfully managed a top producing franchise and has worked on capacity building and development finance projects funded by private foundations, and a number of federal agencies including the U.S. Small Business Administration, and the U.S. Department of the Treasury. He holds a BS from the University of South Carolina and is a Certified Economic Development Finance Professional through the National Development Council.
